All of these answers have merit, but I think C is the correct answer. If the top military leaders, whom of which represent the Imperial Army and Navy were to be put on trial for war crimes, than they are without an integral part of their forces and direction. And they could not rise back up again militarily if they did not have military leaders to begin with. 

Trying the top military officers of Japan served to reduce the prestige of the military force of the Japanese.

The leaders of Japan's Military had mistreated American and allied prisoners.

The prisoners were beaten, starved, and abused. In some cases, they were forced to work in mines and or war-related factories.
