I think that the paragraph suggests that the Titanic tragedy could have been avoided if the safety procedures had been done correctly. It states that there were watertight compartments designed for the only purpose of preventing the ship from flooding, when they were tested with a real flood they failed. As a consequence, the ship sank down and a lot of people died.

Maybe if these watertight compartments had been tested before, in a simulation, engineers would have found out that they were not usefull. They could have improved them, making the Titanic safer.
