My car would weave back and forth but still respond normally to steering if I was distracted driving. For example, weaving happens when the driver has been drinking or is looking at their cellular device. This can be quite dangerous and can cause wrecks.
I would say that the car weaving back and forth could mean that the driver is inebriated and with a sober driver it would respond well to proper steering and this illustrates that it is very unwise and dangerous to other drivers and pedestrians for a person to drive while under the influence of alcohol.
