Jefferson assumed the excise tax bred bureaucrats and it also grabbed a toll on his fellow framers. His individual hatred for the tax and encouragement of Congress permitted for the repeal but it took a problem on the previously down federal revenue.
Jefferson repealed the whiskey tax upon presidency because he saw that the taxes were already unnecessary once all the tax offices were closed because the bureaucracy would be lessened. Even without internal taxes such as this, he was still able to have a surplus during his presidency.
