Note:
Percentage form = 33%
Decimal form = 0.33
Conversion factor:   1 = 100%

Considering the first statement that 33% or 0.33 is derived from dividing 1300 procedures with 3900 patient visits.Then, our working formula is x/y = n.

If we are ask to increase the percentage to 45% or 0.45, then substitute this value to n in the formula. We subsequently get, 

x/y = 0.45

Assuming the patient visits remains the same and substitute it in the formula. We subsequently get,

x/3900 = 0.45

Solving for x. We arrive at an answer of x = 1755 procedures.
