This is the "advise and consent" clause. The Senate has the courtesy to assist the President in making nominations, but not the absolute power to force them to do so (recess appointments are one way in which the President may be able to go around this clause, if necessary). The Senate will typically vote on the appointed nominee before the justice is given his or her seat on the High Court.
