True. The founding fathers discarded the Articles of Confederation (since it wasn't strong enough) and wrote the Constitution, setting up the government as we know it. The  Constitution also did established basic rules for our country. The Bill of Rights, which is part of the Constitution, protects our rights. Several amendments to the Bill of Rights have clarified or added to our rights.
