A rational number is any number that can be expressed either as a fraction or a decimal.  So if you have a number that is a decimal that continues on forever, that is not rational, because you could never write the number down.

The square root of 1.44 is 1.2. 

I'll leave it up to you to decide if that is rational based on my definition. :)
