The freezing point of pure water will be higher than the freezing point of a salt water solution.
If you look at sea temperature measurements in the arctic and Antarctic oceans, it is common for sea water to be ~ -2°C (about 28° F); icebergs are solid water (ice), but are pure water (no salts).
