The "mayor-council" form of city government merges executive and legislative functions in a single group of officials. This is mostly done in smaller cities where many of the jobs can be combined and streamlined. 
Council-manager form of city government. This is a form of city governance wherein elected city councils are responsible for the legislative portion of the city. The members of the city council are elected officials and they in turn select a manager, who will see to it that laws are implemented and will look after the administrative operations of the legislation.
