Both houses of Congress, the Senate and the House of Representatives are elected directly by the people, the Senate since the 1910s with the passage of the 17th amendment. The President is elected indirectly by the people through the Electoral College. Therefore, because Representatives and Senators are directly elected by their constituents, they are accountable directly to the people.
