Hello,

If 25 children can get into the elevator, then each child takes up 1/25 of the elevator.
If 19 adults can get into the elevator, then each adult takes up 1/19 of the elevator.

If 11 children are in the elevator, then (11)(1/25) = 11/25 of the elevator is filled up.

That means (1) - (11/25) = (14/25) of the elevator is still empty.

If each adult takes up 1/19 of the elevator, and there is 14/25 of the elevator still empty, we can simply divide 14/25 by 1/19 to get the number of adults that can still get in.

Doing this, we get :
(14/25) / (1/19) = 10.64

10.64 adults can get in, but we cannot have 0.64 of an adult.
Therefore, 10 adults can still get in.

Hope this helps!
