To find a percent on something u take the amount u got correct divided by what the total questions are, so what I would do is start with 22/25 and go up or down from that. 
22/25=.88
20/25=.80
19/25=.76
18/25=.72
So the correct answer would be 18 and a half questions right.

74% = 0.74

 multiply 25 by 0.74

25*0.74 = 18.5

 so you got 18 1/2 questions correct
