Is it legal to point a fake gun at a harrasser, bully, or someone intentionally annoying you? Such as pointing a black watergun that looks very similar to an actual gun or a complete fake plastic gun prop from a movie set? Or to even "carry it around" or have it attacched to your belt?

No that's illegal, please do not do that.
You can also go to jail for aggravated assault if you point or wave the toy gun around.

Yes it is legal as long as you take it to the office to show the administrator that it is not a real then it's okay to play with. Water guns can be played at recess :)
