Because of that, leaving the freed slaves with no way of actually being free, considering no one but maybe their previous owner will hire them. Yes, they are free in the sense that they are not owned but they still aren't offered the luxuries that a free white man receives. Since this isn't the full proclamation, researching more of the proclamation will give the reader a better idea of what the slaves are able to do when they are freed
