No they do not flow continuously. An atom, for example, has positive charges called protons and negative charges called electrons. An equal amount of both positive (protons) and negative (electron) charges act to cancel one another out, leaving the atom electrically neutral. But if there are more protons than electrons, or vice versa, (more electrons than protons), that extra build up does not flow, It remains static (not moving).
