There was definitely some overlap between the political ideas of Jean-Jacques Rousseau and those of John Locke, but they different in that Locke focussed more on the social contract.

Jean-Jacques Rousseau endorsed the idea of small cities entartaining a direct democracy; in other words he believed that small governments were good to guarantee the liberties of the people. John Locke was as concerned as Rousseau with the liberties of the people, but he thought that the best way of protecting these was through a representative democracy.
