Ms. Lopez In the Hart City Housing Development office, Social Services are oriented towards economic independence and movement out of low-income housing. The services offer both GED and ESOL courses within the neighborhood. Ms. Lopez and her five children live in a Section 8 Housing unit that's supported primarily through Aid to Families with Dependent Children (AFDC) payments. Ms. Lopez is partially deaf. She has also been diagnosed with severe depression. Her oldest daughter, Teresa, is 16 years old. Teresa is enrolled in a GED course, but her attendance has been sporadic. She would like to complete high school, but she is obliged to take care of her mother and siblings. Ms. Lopez does not speak English and relies on Teresa to help with her young siblings, handle some housekeeping, and serve as an interpreter for all written and oral communication. She expressed interest in learning English, but she has not attended her scheduled ESOL classes. Ms. Lopez says she will learn English once her children are older. Her youngest is four years old.
