Massachusetts had a more religious government they were Protestants, and they wanted to create the perfect society that they wanted everyone else to look up to. Virginia, I don't know exactly which time period you are referring too, had a joint stock company system in its early days which was a colony controlled by a business, later King James (I think it was King James not completely sure) took over Virginia because it wasn't doing so well financially (something to do with disease and the colonists not finding gold, also they didn't know how to farm [didnt want to farm cause they were "Englishmen"] so they were dying off pretty quickly) , and Virginia became the first royal colony a colony to be under direct rule of the king.
