It is the Humanistic perspective.
Humanism, a psychological perspective, puts emphasis on the whole person. It is not only about the observer's perception of the behavior but also about the perception of the person doing the behavior.
Abraham Maslow has developed the Heirarchy of Needs, where each set of needs starting from the bottom of the pyramid must be achieved and accomplished. The same goes with Carl Rogers' theory, which is about self-actualization- the highest potential a person can obtain. Before we can be a fully functioning individual, we have to achieve and gratify our needs which will develop our personality allowing us to be self-actualized.
