For recommendation letters, I would say that you should go with the teacher who has:
1. most recently known and worked with you
2. has experienced you at your most intelligent
3. has worked with you with the hardest material you've studied so far
Intelligence naturally grows with each passing grade. As you start to work on relatively harder material, your knowledge is bound to grow. Also, whoever you've worked with most recently will be able to recall you (and your abilities, talents, traits, etc.) much easier, meaning that they will have more to base their recommendation on.
Your answer will be C.
