After the Supreme Court decision in Pollock v. Farmers' Loan and Trust, Progressives sought to create a federal income tax by: C. Constitutional amendment

Prior to this, the federal government does not have the power to tax the people, which make it extremely difficult for them to regulate their budget. Because of this, the sixteenth amendment was created  in order to give the Congress the power to levy an income tax without being interrupted by the states.
