In order for ionic and covalent substances to dissolve in water, these substances must:
both contain highly charged positive and negative ions
both be neutrally charged
either have charged particles or be able to form hydrogen bonds with water
--------------be in the liquid phase when attempting to dissolve with water
I think it is the last one but I am unsure...
