Formed by the representatives of the Third Estate, the National Assembly was a revolutionary assembly. Although the assembly was founded without the consent of the king, it associated itself with the King's interest. Hence, all the laws declared by the assembly were subject to the royal approval from the king. In its initial phase, this assembly claimed the prior taxes to be illegal and therefore, promised the people to develop a new system of taxation. In order to pay the debts of the king, it kept the old tax laws. However, all this did not provide any assistance to the assembly in order to get rid of the old problem of debt and poverty.
