The government can legally prohibit, when applying rules for time, place, and manner of assembly, regulatory restrictions, as long as these do not affect the essential rights of peaceful assembly such as free speech. These time, place and manner are known as "content-neutral" restrictions; they might include limitations on sound and noise; restricting early assemblies in residential areas, etc.
