Gerrymandering is known to be a practice which is intended to establish a political advantage with respect to a party or a group by changing the boundaries of the districts. United States was first among many other countries which eventually named this practice. The practice of Gerrymandering with respect of borders of the new states continued even after the civil war to the later stages of 19th century. It was Republican Party which used to control the Congress in order to secure the admission of adding more states in the territory friendly to the party. It was the admission of Dakota Territory as two states and not one state instead. According to the rules and regulations with respect to representation of Electoral College, Each new state had atleast three electoral votes with regards to the population of that state. As a consequence with respect to decennial census which is required by constitution of United States, districts with regards to members of representatives typically need to be redrawn the boundaries of the states whenever there is change in number of representatives in state changes.
