In a commission city government: voters elect individual commissioners to a small board, it has both executive and legislative functions, each commissioner is assigned one particular aspect, and one commissioner is designated as chairman.
Less than one percent of cities today use this form of government. These cities typically have a population of less than 100,000 citizens.
