A temporary committee created to study an issue and make a policy recommendation is called a Task Force.
This term was originally introduced by the US Navy, but it has since become popular and now is also used in non-military situations.
In other words, a Task Force is a team created to work focused on a single task or goal.
A fleet of military ships sent on a rescue mission could be called a Task Force, for example, since they're an assembly of people united to reach a single goal.
