Why were military prisons during the Civil War not constructed very well? No one thought the war would last very long. Most prisoners did not have to be there long. It was felt prisoners did not deserve better ones. Both sides ran out of money to build good prisons.

If the war wasn't going to last very long, then there was no point in building good prisons that would have only been made for a few months to years.

Because no one thought the war would go on long. in fact in the first battle there were actually spectators just there to watch it.
