Option B is correct! thanks

The correct answer is B.

Hobbes states how human nature fosters to act towards self-interest without taking others into account, and this leds to a conflict mood that he denominated state of war. The only way to scape it, is to establish contracts with other humans to ensure livelihood and satisfactory lives.

Therefore humans gather and form commonwealths, by using a network of contracts. This creates a new superior person (the Leaviathan) that embodies all individuals and which makes decisions by taking into account common welfare and social responsibilities (something that would not happen if individuals acted alone).
