Possible restrictions could be to stay in the local city or town, not drive in the dark for a new driver, and only allow one other passenger and not a child to avoid distraction and liability with a child. You will be allowed to drive to school and work but only if your $200 insurance covers it. The one situation when you could use your cellphone in the car would be when you are parked or have a hands-free cellphone-this would be your proposal.
