The plate material above is dragged along in the flow direction by this lateral flow.

The overlaying plate is stretched thin, fractures, and pulls apart at the top of the uplift.

The South America plates is a major tectonic plate which is present in  South America to the Atlantic Ocean.

Thus, the tectonic plate found between South American plate and Scotia Plates is a Divergent plate.
