My best guess is (C) the development of interchangeable parts and the launch of the factory system in the U.S, because the discovery of coal favored the development of the steam engine more and there wasn't any such thing as "pro-business management" at that time period, and the workforce wasn't really skilled besides the British invested only in areas that favored them.
