I think it might have been because the Japanese made a direct attack on the U.S. since they attacked Pearl Harbor.  This caused many people to fear the Japanese.  Italy was attacking in other countries and not in the U.S. so I think the U.S. didn't see them as a threat or they weren't afraid of them like they were of the Japanese.
