So really the question is asking what is $\frac{1}{2}$ divided by 4. When you divide fractions you flip it and multiply. So 4 as a fraction is $\frac{4}{1}$. When you flip it you get $\frac{1}{4}$. So now we multiply:

$( \frac{1}{2})( \frac{1}{4}) = \frac{1}{8}$ 
When you multiply fractions, you multiply across the top and across the bottom. So 1 times 1 is 1, and 2 times 4 is 8 so your answer is each person gets $\frac{1}{8}$th of the pan.
