It depends on how equal the cuts would be, if it’s equally divided maybe it would work. However, equality doesn’t mean equity because there are times that a President should really look on the matters that the people needed. In budgeting, we should list down our top to the least priorities and from there we can set where our taxes (money) will go. Thinking not just for the majority of the population but for keeping ALL the people in mind can help the President be re-elected.
Reducing the funding for programs, reducing the number of people who qualifies for a certain benefit, abolishing old policies which does not fit in the current year defines cut.

A budget cut is the reduction in welfare programs, direct benefit transfers or reducing the number of people who can be benefited from a certain policy or program, due to current year law.
A budget should be prioritized from the level of most important to least important work. A budget should be planned in order to address every section of the society, budget cut should be implied if necessary.
If a President knows how to plan a budget cut, and how to priorities the different works his chances of getting reelected increases.
