If someone's parent I knew Put a prescription pill up a kids nose or tried forcefeeding a prescription med in there mouth by closing there mouth and nose is that considered prescription drug abuse.

It depends if that is the child's medication. If it is a drug that is not beneficial to the child or it is not prescribed to the child than yes that is drug abuse.
