Well, when the American flag is upside down like that, it's suppose to show that our county is in distress (which at the moment it isn't, depending on who you ask). I personally wouldn't wear that shirt to school or anything like that, because people may find it offensive. So, to answer your question, depending on who you ask that shirt is offensive to a great deal of American citizens.
