Which is more powerful speaking up or staying silent when being bullied?

standing up cause if you don't you be targeted as the kid who can get bullied and the bully wont get in trouble. and if you don't stand up for yourself who will? you shouldn't just wait for a knight in shining armor to come to your rescue you can be your own knight.

Staying silent. If you don't show the person to any emotion to what they're trying to bother you with no matter how much it gets on your nerves you just keep quiet and they'll eventually see it doesn't bother you. and if they don't stop punch them in the throat and then set them on fire
