I think the answer is A: Immigrants were hoping to seek economic opportunity.

World War II wasn't until 1939.
It can't be the California Gold Rush because that was 1848 - 1855.
It possibly could be D. but it was more the Americans that were settling in the western states. 

So I would say A. is the answer!
