The scale factor is 3:2

The easiest way to find the scale factor is to look at the side of the triangle that you can count how many squares long it is. Count the squares of the original triangle, and then count the squares for the changed triangle and make a proportion with those numbers. 

When you count the squares, the ratio you come up with should be 9:6 which can be further simplified to 3:2
The Scale factor is what the side lengths are multiplied by to get the dilated image. well the side length of the pre-image is 9 and the image is 6 and
9 x 2/3 = 6
6 x 2/3 = 4
the scale factor is 2/3.
