The legislature or parliament is the law making arm or branch of the government in a constitutional monarchy. The Legislature is responsible for making and amending laws. A constitutional monarchy is a government system employed by countries that were once colonies of England but have now gained independence. The Queen is still the Head of State for that government but is usually represented by a Governor General. As the Head of State, the Governor General's signature is needed to finalize a bill becoming a law.
