If The Universe Is Expanding, What Is Outside? If There Is Nothing Outside It, How Does It Expand To Create Void?

Sorry this is just a theory. But Newton's First Law states that an object of motion tends to stay in motion and an object at rest tends to stay at rest. Earth will stay in orbit unless there is a force and since the only force is God, Earth will continue to move due to, "an object at motion tends to stay in motion."
