Worse comes to worse, you can try to cheat. In the meantime, though, you can check YouTube for videos that put the states and capitals into a song (they'll probably have a map in the video too, for their locations). You can also try to make up silly phrases to memorize the names (for example, the capital of Minnesota is St. Paul, because you shared a mini soda with St. Paul). For the locations, I don't know anything else other than staring at a map. Maybe try to find something special about that location, like maybe notice one is in a panhandle or right next to the top of a river. Best of luck!
