3.Draw a line segment Joining center to the point lying outside.

4.Draw the perpendicular bisector of that line segment.

6.The points where this circle,cuts the circle drawn in the beginning,are the points,from where you can draw tangents which will intersect at the point which lies outside that we have taken in the beginning.
