The implementation of democracy among the two countries were a question on how it should be done. They do not actually plan for it. During Latin America's transition, other law interventions tried to set in before they can settle themselves.
The African American people, however, had problems with understanding this independence and democracy because they had been slaves for a long time. After fighting for their rights it took time for them before they finally gained foot on what hey have and had the confidence of their democracy.
