All you have to do is add up all the expenses up for a month for the fixed expenses.
Morgage - 985.64
Cell Phone - 58.30
Groceries - 154 * 2 = 308 (the x2 for twice a month)
Clothing - 180
Water - 128.40
Dinner/Movie - 55 * 4 = 220 (the x4 is for weekly)
Property Taxes - 684.8/6 = 114.13 (the /6 is because the taxes are paid biannually)
Car insurance - 330/3 = 110 (The /3 is from the quarterly)

Add them up to get your fixed expenses each month = 2104.47

 Discretionary income = 2943.20 - 2104.47 = 838.73
25% for savings = 838.73 * 0.25 = 209.68 to go into savings
