2 because M=(moles solute)/(liters solution)
If 2L contains 4 moles
then 1L contains x moles

∴  x  =  (4 moles  ×  1L) ÷ 2 L
        =  2 moles

Thus it is safe to say that the molarity of NaOH is 2 mol/L  or 2 mol/dm³
