In the romantic period, orchestras used the most players out of any other period. In fact during Hector Berlioz’ Symphonie Fantastique, which is a romantic piece, Berlioz required the most onstage musicians ever used in an orchestra, over 100. The tone color also varied more, as during the classical period players stay more in the mezzoforte to forte range while romantic composers make much more use out of tone color and dynamics.
