The primary stakeholders are the individuals or groups that a certain agency, institution, or organization's efforts or actions have the potential to directly touch, either favorably or unfavorably. Secondary stakeholders are individuals or groups who are indirectly impacted by an effort or the deeds of an institution, agency, or organization, either favorably or unfavorably. For instance, a programmed to lessen domestic violence might benefit emergency room staff by lowering the number of instances they encounter. To help them respond to domestic violence calls differently, police may need more training. These two groups would both be auxiliary stakeholders.
Key stakeholders are individuals who can have a good or bad impact on an endeavor or who are significant inside or to an organization, agency, or institution engaging in an effort. They may belong to either or neither of the preceding two groups.
